RHTO is the national disabled person's organisation for people with disability in Timor-Leste, which has a constituency of over 600 members, comprising people of many different types of disabilities from across all 13 municipalities of Timor-Leste. RHTO work across 13 municipalities in Timor-Leste.

RHTO was established 28 August 2006 in Dili-Becora for an indefinite period of time.

RHTO Mission

Is to advocate effectively for the rights of people with disability and to facilitate the inclusion of all people with disability in society.

RHTO Vision

An inclusive society for all, in which all people with disability enjoy their full human rights, are empowered to achieve their aspirations, and are participating fully and equally at all levels of Timor-Leste's society.

RHTO works with government, partners in the disability sector, public and private organizations, civil society, and the broader development sector, in order to support and improve the inclusion of and access to human rights of People with Disability.

The situation for People with Disability in Timor-Leste is one of the worst in the world. According to the 2015 National Census there are 38,118 (3.2 %) per cent of the population, have a Disability in the country. However, disability advocates (civil society and not-for-profit organizations in the disability sector) have consistently raise doubts over the accuracy of the official disability statistics, citing limitation in the census design and implementation, including application of too narrow a definition of disability.

RHTO also work in grassroots work with people with disabilities, their families, communities ans local leaders to raise up the issue of people with disability rights. RHTO been doing some activities such as; awareness raising on disability issue and rights to the community, people with disabilities and their families and other relevant stake holders. In other hand RHTO also work with partners to do referral people with disabilities to get equipment (such wheelchairs, scratches, toilet chairs, tree cycles and get surgery for medical of special doctor and clinic to get medical rehabilitation); scholarships for student with disabilities from Primary to University level; physical accessibility such ramp, handrails and toilet in public buildings (suco chief), schools and client house; provide referral and assist women with disabilities access to justice; Self Help Groups (SHGs) to increase income of people with disabilities in municipals; and also doing observation in the election of Suco 2016 and Presidential and parliamentary election in 2012 and 2017.

RHTO also doing advocacy trough media to raise up the issue and rights of people with disabilites in Timor-Leste. Currently RHTO has Manager for Training and Inclusion, mana Silvia, she the one woman with disability who strongly has advocating disability rights through training to different partners in Timor-Leste. She also has skill managing social media such as RHTO Face Book page and RHTO website. Not only this, she also can provide to produce scripts to produce video or film. there are several video and film that RHTO has doing with different partners such as; CBM-Australia, DFAT, Water Aid and Counterpart International. Mana Silvia also has capacity to produce and make pamphlet and brochures.

RHTO also partner with DPOs International such as International Disability Alliance (IDA), International Disabled People Orgaisation Asia Pacific (DPO-AP), member of Pacific Disability Forum (PDF) and Asian Disability Forum (ADF).

RHTO has managing different donors national and international such; Oxfam, Counterpart International, The Asia Foundation (TAF), US Embassy In Timor-Leste, DFAT in TImor-Leste, International Federation for Electoral System (IFES) and Cristian Blind Mission Australia (CBMA).

To establish RHTO work and area in country, RHTO partner with; ALFELA, Dignitas Vitae, Water AID, Oxfam, TAF, Marrie Stoples Timor-Leste (MSTL), Pradet, Casa Vida, Uma Mahon, National Rehabilitation Center (CNR), TLMTL, DPOs, ADTL and other relevant partners.
